नेशनल सेंटर फॉर गुड गवर्नेंस (एनसीजीजी) ने एफआईपीआईसी (भारत-प्रशांत द्वीप सहयोग मंच) और आईओआरए (हिंद महासागर रिम एसोसिएशन) क्षेत्रों के सिविल सेवकों के लिए सार्वजनिक नीति और शासन पर अपना पहला उन्नत नेतृत्व विकास कार्यक्रम शुरू किया है। 5 अगस्त से 16 अगस्त, 2024 तक चलने वाले इस कार्यक्रम में 11 देशों से 40 प्रतिष्ठित प्रतिभागी शामिल होंगे: सेशेल्स, सोमालिया, दक्षिण अफ्रीका, इंडोनेशिया, श्रीलंका, तंजानिया, मेडागास्कर, फिजी, केन्या, मालदीव और मोजाम्बिक।

सार्वजनिक नीति और शासन पर ध्यान केंद्रित करें

मसूरी में एनसीजीजी में आयोजित दो सप्ताह के कार्यक्रम का उद्देश्य महानिदेशक, सचिव, जिला प्रशासक, महाप्रबंधक, वरिष्ठ मानव संसाधन अधिकारी और उद्योग समन्वयक जैसे प्रमुख पदों पर आसीन सिविल सेवकों के ज्ञान और नेतृत्व कौशल को बढ़ाना है। प्रतिभागी अपने-अपने देशों के महत्वपूर्ण मंत्रालयों और संस्थानों का प्रतिनिधित्व करते हैं, जो अंतर्राष्ट्रीय सहयोग और ज्ञान साझा करने में कार्यक्रम के महत्व पर जोर देते हैं।

उद्घाटन सत्र की मुख्य बातें

उद्घाटन सत्र के दौरान, NCGG के महानिदेशक और प्रशासनिक सुधार और लोक शिकायत विभाग (DARPG) के सचिव श्री वी. श्रीनिवास ने प्रतिभागियों का स्वागत किया। उन्होंने नागरिकों और सरकारी सेवाओं के बीच की खाई को पाटने में प्रौद्योगिकी की महत्वपूर्ण भूमिका पर जोर दिया, भारत की “न्यूनतम सरकार और अधिकतम शासन” की नीति पर प्रकाश डाला। उन्होंने डिजिटल सशक्तिकरण, सचिवालय सुधार, बेंचमार्किंग गवर्नेंस, योग्यता, ई-सेवाओं में सुधार और पारदर्शी और समय पर शिकायत निवारण सुनिश्चित करने की दिशा में भारत के प्रयासों के बारे में बात की।

श्री श्रीनिवास ने प्रतिभागियों को समूह चर्चाओं में सक्रिय रूप से शामिल होने और डिजिटल गवर्नेंस, सिविल सेवाओं के इतिहास, सतत विकास लक्ष्यों और बुनियादी ढांचे के विकास पर अपने दृष्टिकोण साझा करने के लिए प्रोत्साहित किया। उन्होंने व्यापक शिक्षण अनुभव प्रदान करने के लिए कार्यक्रम में शामिल विभिन्न विषयों और यात्राओं के बारे में भी उन्हें जानकारी दी।

सेशेल्स से स्थानीय सरकार मंत्रालय की महानिदेशक और प्रतिनिधिमंडल की नेता डेनिसा ए. क्लेरिस ने इस पहल के आयोजन के लिए भारत सरकार और एनसीजीजी के प्रति आभार व्यक्त किया। उन्होंने क्रॉस-कंट्री नॉलेज शेयरिंग और भारत की सर्वोत्तम प्रथाओं, नीतियों, इतिहास और संस्कृति से सीखने के महत्व पर प्रकाश डाला।

एनसीजीजी की प्रतिबद्धता और उपलब्धियाँ

कार्यक्रम के एसोसिएट प्रोफेसर और पाठ्यक्रम समन्वयक डॉ. बीएस बिष्ट ने एनसीजीजी और पिछले कुछ वर्षों में इसके मील के पत्थरों के बारे में विस्तृत जानकारी दी। उन्होंने एनसीजीजी के उद्देश्यों, गतिविधियों, उपलब्धियों और भविष्य की योजनाओं पर चर्चा की, जिसमें बताया कि यह उत्कृष्टता केंद्र के रूप में कैसे विकसित हुआ है। डॉ. बिष्ट ने बताया कि एनसीजीजी ने वर्तमान कार्यक्रम प्रतिभागियों सहित 23 देशों के सिविल सेवकों को प्रशिक्षित किया है।

कार्यक्रम का समन्वय डॉ. बीएस बिष्ट, एसोसिएट प्रोफेसर और डॉ. संजीव शर्मा, सह-पाठ्यक्रम समन्वयक, श्री द्वारा किया जाता है। प्रशिक्षण सहायक बृजेश बिष्ट और युवा पेशेवर सुश्री मोनिशा बहुगुणा। उद्घाटन सत्र में अन्य उल्लेखनीय प्रतिभागियों में श्रीमती प्रिस्का पॉली मैथ्यू, मुख्य प्रशासन अधिकारी, एनसीजीजी, डॉ. हिमाशी रस्तोगी, एसोसिएट प्रोफेसर और डॉ. गजाला हसन, सहायक प्रोफेसर शामिल थे।

NCGG Hosts Advanced Leadership Development Program for Civil Servants from FIPIC/IORA

The National Centre for Good Governance (NCGG) has commenced its first Advanced Leadership Development Programme on Public Policy and Governance for civil servants from the FIPIC (Forum for India-Pacific Islands Cooperation) and IORA (Indian Ocean Rim Association) regions. This program, taking place from August 5th to August 16th, 2024, brings together 40 distinguished participants from 11 countries: Seychelles, Somalia, South Africa, Indonesia, Sri Lanka, Tanzania, Madagascar, Fiji, Kenya, Maldives, and Mozambique.

Focus on Public Policy and Governance

The two-week program, hosted at the NCGG in Mussoorie, aims to enhance the knowledge and leadership skills of civil servants holding key positions such as Director General, Secretary, District Administrator, General Manager, Senior Human Resource Officer, and Industry Coordinator. Participants represent significant ministries and institutions from their respective countries, emphasizing the program’s importance in fostering international cooperation and knowledge sharing.

Inaugural Session Highlights

During the inaugural session, Shri V. Srinivas, Director General of NCGG and Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), welcomed the participants. He emphasized the critical role of technology in bridging the gap between citizens and government services, highlighting India’s policy of “Minimum Government and Maximum Governance.” He spoke about India’s efforts towards digital empowerment, secretariat reforms, benchmarking governance, meritocracy, improving e-services, and ensuring transparent and timely grievance redressal.

Shri Srinivas encouraged participants to actively engage in group discussions and share their perspectives on Digital Governance, the history of Civil Services, Sustainable Development Goals, and Infrastructure Development. He also briefed them on the various themes and visits included in the program to provide a comprehensive learning experience.

Cross-Country Knowledge Sharing

Denisea A. Clarisse, Director General of the Ministry of Local Government from Seychelles and leader of the delegation, expressed her gratitude to the Indian government and NCGG for organizing the initiative. She highlighted the importance of cross-country knowledge sharing and learning from India’s best practices, policies, history, and culture.

NCGG’s Commitment and Achievements

Dr. BS Bisht, Associate Professor and Course Coordinator of the program, provided detailed information about NCGG and its milestones over the years. He discussed the objectives, activities, achievements, and future plans of NCGG, illustrating how it has evolved as a Centre of Excellence. Dr. Bisht noted that NCGG has trained civil servants from 23 countries, including the current program participants.

Program Coordination

The program is coordinated by Dr. BS Bisht, Associate Professor, along with Dr. Sanjeev Sharma, Co-Course Coordinator, Shri. Brijesh Bisht, Training Assistant, and Ms. Monisha Bahuguna, Young Professional. Other notable participants in the inaugural session included Smt. Prisca Poly Mathew, Chief Administration Officer, NCGG, Dr. Himashi Rastogi, Associate Professor, and Dr. Gazala Hassan, Assistant Professor.

The Advanced Leadership Development Programme reflects NCGG’s commitment to promoting good governance and fostering international cooperation. By bringing together civil servants from diverse countries, the program aims to create a platform for learning, sharing best practices, and strengthening bilateral ties.
